WASHINGTON — The IRS will begin to process almost all tax returns at the end of this month.

The start date, Jan. 30, is more than a week later than originally planned.

In addition, certain tax payers will have to wait until late February or March to file. Included are those who plan to claim residential energy credits, depreciation of property or general business credits.

The IRS already had concerns of a possible delay because of the fiscal cliff legislation that Congress passed at the start of 2013 as well as possible new tax provisions.

Two years ago, a similar incident happened, when the Obama Administration did not reach an agreement on many of the same issues until December. That delay pushed the open of tax season back to mid-February, affecting almost 9 million taxpayers.
