Two Charged In Hit And Run That Left A 24-Year-Old Father Dead

Collins Hit Ad RunOTTAWA COUNTY, Mich. — A man and woman driving separate cars were charged Monday after a hit and run accident left A 24-Year-Old dead..

26-Year-Old Jeremie Collins is charged with leaving scene of serious injury/death accident. Bond has been set at $5,000. Collins also has had 7-prior convictions including a OWI in 2009.

22-Year-Old Maly Phongsavanh is charged with leaving scene of serious injury/death accident. Bond has been set at $3,000.

Both charges are felonies with max sentence of 5 years, $5,000 fine.

Investigators say Collins and Phongsavanh were speeding when they came around the corner of the road going westbound. Both vehicles left the scene after the crash.

Josh Owens, 24, was found dead on Ottawa Beach Road across from the Itty Bitty Bar in Park Township. Owens’ friends tell FOX 17 that he was out celebrating his wife’s birthday with family and friends. He was crossing the street to get to an ATM to withdraw money for a cab.

        He has 7 prior convictions and then left the scene after hitting someone, and you don't think he was drinking and driving AGAIN? How many times will it take before he learns a lesson, I don't know about you but I don't want someone like that driving on the road next to me. Owens shouldn't have tried to cross the street but Collins better learn how to call for a taxi instead of driving drunk.

    What about a charge of vehicular homicide? Reckless driving? Possibly OUI/OWI? There should definitely be more charges than just this…a man is dead…a wife left without a husband…a daughter without her daddy! I sure hope they come out with more charges. This is just a sad situation all around!

      Exactly! You nailed it on the nose! I feel like they are basically saying, "shame on you, go to your room for a time out." Really…only 5yrs. This poor family will deal with this for the rest of their lives! Prayers for the Family.

        ONLY 5 years???? Have you been to prison? FIVE YEARS. Really, take the time to think about that. 5 years in prison is a very long time, and make no mistake, 5 years will ruin their lives. They can say goodbye to any good job in the future, they will be pariahs everywhere they go, forever branded a evil felon, not to mention trapped in a cell with a bunch of vicious animals that once were men before the prison system got hold of them, for FIVE YEARS STRAIGHT. Constantly looking over your shoulder, never knowing when you're going to get beaten up or stabbed, tortured by sadistic corrections officers, shitting and showering in a room full of people, loneliness, boredom, anxiety, PTSD, fear, and a life full of mental problems and misery. All because of some asshole walked in front of their cars and they got scared and ran away. Stop believing everything the government and media want you to believe. Not every criminal is a bad person, and not every felon is guilty of a crime. Remember that they are people too and before this they lived in much the same way as you. One mistake shouldn't be the defining moment of the rest of their lives, not to mention that hitting him wasn't even really their fault.

    Is the court serious? This is absolutely a mockery of justice! Two fools with prior records who think drinking is a game "forever drunk" on facebook says it all. So it 5 years or less we can be on the look out for these two, in order to save our lives and those of possibly many others!

      you're dumb. You've never sped before? they were probably going 5 mph over the limit. I assume the cops and the other people who were on the scene know more about what happened than you after reading this 3 paragraph long article, and thats why theyre facing 5 years. they didnt murder him, he walked in front of the car and got hit. and since it says nowhere that EITHER of the drivers were drinking, I can only assume that you realize you're talking out of your ass but just don't care. The only drunk one was the guy stupid enough to cross a 45 mph hour road in the pitch black. The only thing the drivers did wrong was leave the scene, which is pretty understandable seeing as most anyone would panic in that situation given the nature of the justice system. The one with priors knew how americas justice and media systems work and he knew he would be nailed to a cross for this no matter what, while the victim is sanctified. Also, You don't even know the whole story, so get off your fucking pedestal and quit judging people. you're probably just another uptight WASP bitch who doesn't know anything about life.     I feel for both sides. I live in Holland and I know that exact corner. Everyone is against the drivers but everyone should drive on the street once. Wether your drinking or not you should not cross the street on a blind turn. Deff not jaywalk in the middle of the night. I fear it all the time when I pass Itty bitty Bar. Why? Because anyone can pull out of that blind turn from the bank. Its not safe. We don't teach our children to walk a crossed a busy road posted at 45MPH do we? We do indeed teach our children to use Cross walks for a reason. Clearly you do not mix Alcohol, a busy road, a blind corner, especially Jay walking. Now for the Guy and Gals, that was so wrong to not stop. They knew there was a bar and should of been more aware. Wrong on all parties. No matter the circumstances you have to stop. All completely all should of been smarter and safer. Its against the law to Jaywalk. Its against the law to not stop. 45mph is pretty fast and judgement while impaired can heighten the situation stating they were speeding. Its a fast road! I'm not trying to start any type of drama but just like how others are able to say things I will too. I'm sorry for the family. This all could have been prevented. ALL.

    why doesn't the bar have an ATM right there?? Or offer to cash out for cab fare? Seems like it would make sense for the bar to have such a machine or policy. Even the bars here in otsego have atm's. kindof stupid if you ask me.

    Pay attention to all the details its sad people want to blame a man who was crossing the road to get money for a cab!!! These people racing around a curve hit him!! Get to the point they were drinking, speeding, being stupid!! & now this man’s wife & daughter most of all have to suffer because the mistake of two careless people!! Its sad how people are pushing blame on him for caring to make it home safe!! Out celebrating his wifes birthday so sad! My heart & prayers go out to everyone involved in this one person lost his life, 2 people ruined there lives & all the family!!!! This is a life lesson for a lot of people!! Like they say its always fun till someone gets hurts!
