NEW YORK (CNNMoney) -- What happens to the thousands of Delta fliers stranded by Monday's travel nightmare?

A power outage in Delta's hometown of Atlanta that started around 2:30 a.m. ET forced the airline to ground all of its departing flights around the world.

The airline will issue refunds to passengers whose flights are canceled or "significantly" delayed on Monday.

Fliers who rebook and depart on or before Friday (August 12) won't be charged a change fee, which is normally $200 for U.S. travel.

Anyone who rebooks for a flight that leaves after Friday could end up paying any difference in fare but won't have to pay the change fee.

Delta didn't say how it would define a "significant" delay. A spokesperson said passengers should reach out to reservations for more information. The number is (800) 221-1212.

The massive power outage left flight airport departure and arrival screens on the fritz. Some passengers were stuck on the tarmac.

The ground stop was lifted before 9 a.m. ET and some departures resumed, but Delta warned that cancellations and delays would continue.
