Why is a teenager out at this time of night in the first place? We need to start holding the parents responsible for their children if you are going to make children they you must take care of them POINT BLANK.90 PERCENT OF WHAT A CHILD LEARNS SHOULD COME FROM HOME IN THEIR YOUNGER YEARS!!!!IT IS NOT THE STREETS RESPONSIBILITY TO RAISE THEM OR THE SYSTEMS IT IS THE PARENTS BOTH MALE AND FEMALE SHOULD BE CHARGED!!!
