Criminals migrating to Michigan from Chicago is under-reported.
Its well known ( at least to big city hoods ) the rural Michiganders are easy targets and totally unprepared for experienced criminals.

I found an add in the Chicago tribune that stated " FREE LIVING IN HOLLAND MICHIGAN" that included the name of the organisation and the address of a local apartment complex that caters to section 8 residence.

The surge of scrap metal thefts in the area are also a result of the program.
